“THE MAIN OBJECTIVE OF THE PROJECT IS TO PROMOTE A JOINT PROGRAM OF REGENERATION AND IMPLEMENTATION OF PROGRAMS OF SOCIAL INTEREST USES, WITH CAPACITY FOR THE REVITALIZATION OF THE URBAN ENVIRONMENT.”
The proposed building is located in Vitoria – Gasteiz, capital of the Basque Country, in one of the most central areas of the city, more specifically in the neighborhood of Lovaina, located between Coronación, the Old Town (the medieval ”almendra”, the arches and Plaza España as distinctive elements) and the neighborhood of Mendizorroza.
The main objective of the project is to promote a joint program of regeneration and implementation of programs of uses of social interest, with the capacity to revitalize the urban environment. On the one hand, the headquarters of the Colegio Oficial de Arquitectos Vasco Navarro, on the other hand, it is proposed the construction of endowment spaces to accompany this function, such as a cultural foundation of the COAVN, with both permanent and temporary exhibitions, a research center -library- and an auditorium.
All of this is planned while maintaining the access and independent religious activity of the Gure Aita Kristau Elkartea Church, and the Zulueta Palace, a work by Fausto Íñiguez de Betolaza declared an Asset of Cultural Interest, whose volumes are fully integrated into the current urban fabric, forming the boundaries of the plot in question.
As an addition to the proposal, an adaptation of the Railway Undergrounding Plan is proposed which, together with the option of burying road traffic at the same time, is intended to be a commitment to the future for the connection of the most peripheral neighborhoods. This action will undoubtedly modify at least 3 km of the current urban fabric and deserves, at the very least, an analysis and an effective solution, since it has an immediate impact on the area of action.
